Should every Test Drive Meme take place in SUPERBIA, or should the location change depending on the upcoming event?
Hmm... on one hand, it would help getting characters settled in and get their ships, and learn where things begin. For a game similar in nature to High Seas, there wouldn't be that big of a distance between the characters' destination and SUPERBIA itself.
All of that said, I personally favor new TDM locations, with newer characters potentially being pulled in alongside the group and arriving on the planet/station/location in question, and giving them a starship that could favor their use. Perhaps handwaving that, reading from the choices taken by SUPERBIA's first characters, it learns what kinds of ships would be the most useful to them.

I think there should be. In space operas, a starship is just as much of a character as the characters living in it, so having it designed as part of the app wouldn't hurt IMHO. That, and having the player define how will the starship function with the "two-out-of-three" rule defined for the game.
