It is the same where I am from. The only thing that stops violence seems to be the threat of more violence.

Perhaps the best use of Fortuna would be changing human nature so that we're less violent. Or at least learning how to bring about peace. I do wonder if using Fortuna only for my own world's problem is selfish.
